The government has decided March 31, 2005 as the cut-off date for an end to the licence fee regime for FM players. From April 1, 2005, all FM players including existing ones will benefit from the new policy that allows 4 per cent revenue sharing and 20 per cent foreign investment. Interestingly, I&B Minister Jaipal Reddy had said at the exchange4emedia Conclave on May 31 this year that his ministry would formally announce these decisions “within a month”.

According to Jaideep Banerjee, Programming Head, Radio City 91 FM, Delhi, currently FM stations are running on contemporary hit radio (CHR) format. He, however, said Radio City is the only channel right now in the market, which has dared to innovate. "Our programming is totally skewed towards listeners," said Banerjee.

<p align=justify>With three or four stations and 10 million plus listeners, of course we all sound the same. But with 20 stations, we would be forced to selectively target and that means an English station, a classical station, a talk station, a dance music remix station, a retro station and so on… But the licence fee issue is a brick wall that robs the sector of any chance to show the prolific growth it is capable of.
